Those who have obtained a Level 5 testing license for the installation (repair, testing) of power facilities can undertake testing of power transmission, supply, and reception facilities with voltage levels below 10 kV. The applicant for the license for the installation (repair, testing) of power facilities in the fifth level testing category shall meet the following conditions:

（1） Having legal personality and a well-established organizational structure;

（2） The registered capital shall not be less than 4 million yuan, and the net assets shall be over 4.8 million yuan;

（3） The technical leader has more than 3 years of experience in power facility testing management and holds a professional technical qualification of power engineering or above;

（4） There shall be no less than 10 technical and economic professionals (including senior technicians, technicians, and senior engineers), including no less than 5 senior engineers, engineers, and engineering technicians in the field of electrical engineering;

（5） Equipped with at least one safety management personnel, the safety engineer has a professional technical qualification of electrical engineering or above;

（6） Having a fixed business premises with a total area of not less than 400 square meters, and equipped with professional laboratories and testing equipment capable of testing transmission, power supply, and power receiving facilities with voltage levels below 10 kV;

（7） Having a sound technical archive management system;
